The Brennan Metro District is an independent unit of local government, separate and distinct from the Town of Erie. The District was used by the developer and the Town of Erie to assign the costs of most Public improvements in the District to the future owners and taxpayers of the District. This allows the builder to charge less for the price of a home/townhome and Erie to not burden the existing and future homeowners outside the District with debt that was not beneficial to them.
The debt incurred to build the infrastructure for the District is paid off over 30 years by a tax on all dwellings in the District. The debt was used to pay for grading, streets, sanitary sewer, water, storm sewer, and landscaping in the development of the district.
